Q) What is Baxter BYOB Program?
A) BYOB means you can bring your own builder to Baxter to build on your own lot in Parcel 26, Phase 25A, B and C. You do not have to use one of the current builder’s in Baxter, but they are available if you are interested in using one of them.
Q) How large are the lots?
A) The lot sizes range from .45 acres to 1.5 acres. Typical lot width is 110 feet, but some are wider. The acreages and lot dimensions are found on the recorded plat.
Q) How much do the lots cost?
A) Lots range from $150,000 to $210,000. Prices vary due to lot size, location, topography and type of tree coverage
Q) How soon will I need to close on the lot?
A) We require closings within 60 days of the execution of the Lot Purchase Agreement.
Q) Do I have to build a home right away?
A) No. There is not a time restraint on when you must start construction of your home.
Q) Can I really bring my own builder or build my own home?
A) A licensed contractor must be utilized for the construction of your home. You can use any contractor with a valid South Carolina building license. However, you can build your own personal home without a building license under the Contractor’s State License Board as an Owner-Builder. However, the Architectural Review Board for Baxter requires all non-licensed owner-builders to use a building consultant and have a contract with the consultant through completion of construction of your home.
Q) Is there an Architectural Review Process for approval to build?
A) Yes. Just like in Baxter there is an ARB process for plan approval which includes architecture and square footage minimums. However, unlike Baxter’s limited architectural styles, this phase will allow more flexibility. Some of the other styles include French Country, Georgian Manor, American Farmhouse, Tudor, Gothic Revival and others. Of course Baxter’s traditional styles of Classical, Colonial, Victorian and Arts and Crafts are allowed.
Q) What is the square footage minimum of a home in this phase?
A) Ranch plans must be 2,000 s.f. or greater, and two and three story homes must be 2,800 s.f. or greater. All of the plan requirements are in the ARB Guidelines.
Q) What amenities are available for owners of these lots?
A) Yes. The BYOB lots are just an extension of Baxter, and owners in this section have access to the same amenities as all Baxter residents - two clubhouses, pools, tennis, activities director, full social calendar, parks, trails, open spaces etc. and are subject to the same Covenants, Conditions and Restrictions as everyone else.
Q) What are the Baxter Community Association Annual Assessments?
A) The Baxter Community Association Annual Assessments include each owner’s portion of expenses for operating cost, common area maintenance, amenities etc. The Association Annual Assessment for 2009 is $800. However, each home site in Parcel 26, Phase 25A, B and C of Baxter Village will be subject to a maintenance assessment for the low-pressure sewer system (grinder pump) estimated to be $200 per year.
Q) Is county water and sewer available to these lots?
A) Yes. But each home will be required to have a low-pressure grinder pump which will pump wastewater to the sewer system operated by the York County Water & Sewer Department. It is very typical for lots near a river or lake to have low-pressure grinder pumps because of the slope and elevation of the land.
Q) How much is the low-pressure grinder pump?
A) The cost is approximately $5900 which would be part of your construction cost. The pumps will be maintained by the Baxter Community Association and paid through your annual dues.
